Lecale Conservation worked with Councillor Cadogan Enright who went to the Audit Committee and external auditors of Down Council with our submission that Down Council was breaking the law in not having a bio-diversity plan.

This route eventually forced the council to adopt a ‘Sustainable Development Plan’. Up until this point, council management had maintained that there was no legal duty to prepare such a plan.
