This was part of our campaign to have Council create by-laws to protect the seal-pupping and shore-nesting birds at Minerstown Beach. Having succeeded in getting the draft bye-laws published, we were astonished when the Department struck down all Down Councils By-laws.

This triggered a new campaign to change Down District Council’s constitution to legally change it’s rights and duties to overcome the department’s legal ruling.
